From what I've heard, all else being equal it's probably Indonesian. Arleksovitch is right of course that if a language is closely related to your language it will be far easier than other languages, which is why English-speakers have such a relatively easy time with Spanish, French, and Danish. (Spanish speakers with Portuguese or Russians with Ukrainian have it even easier.)

However the State Department considers Indonesian the easiest language (at least the easiest major language) with no relation to English for English speakers to learn, because of the very simple phonology and grammar. In fact it's almost as easy for an English-speaker to learn as German—a language closely related to English but with a complex and highly irregular grammar.

I suspect that there are some creoles, with an even simpler phonology and grammar than English which might be even easier, but there aren't too many people who would bother to learn Bislama, for example.

The easiest language to learn and speak is" mother tongue" of course. Any other languages are harder rhan this and it will take much more time to be able to communicate natives.:P

well I think the answer to the question depends on your native language.Spanish speaking people are more likely to learn and master portuguese faster than any other person because their language and portuguese are tightly connected and there are a lot of similarities between them.French speaking people should not have great trouble learning Italian as the vovabularies in some cases are alike.to sum it up I would just say that the easiness of a language depends on the connexion it has with your native's.

Of course our own native language is the easiest one but I think it's up to ourselves. I mean, the childredn learn languages very easily. They don't say this language is easy to learn and that isn't!. If we open our mine learning languages without any pressure to do it, then any languages can be the easiest language. I've learned english for over than 15 years from school but still difficult to speak. I believe if we can live with the language, which we are willing to learn, more than our own language then it will be easier to learn.

I can at least say you that Dutch is very difficult. It makes more exeptions than rules and the pronunciation totally sucks fore people who aren't born with it...
